Last week, Scholz and Polish Prime Minister Donald Tusk agreed on a joint action plan on defense. Italy's Leonardo and Germany's Rheinmetall also signed a strategic partnership on land armament — only weeks after discussions between the Italian giant and KNDS, which is partially French state-owned, fell through.
France remains the EU's premier military power, so there's only so far Macron can fall. French defense and foreign policy will not be entirely upended. On the summit's sidelines, France, Poland, Germany and Italy signed a letter to jointly develop long-range missiles.
But even though France will not be governed by the far-right, as initially feared, the uncertainty around the political situation is raising questions among allies.
It's still very unclear who the next prime minister might be as French political parties, unlike most of their European counterparts, are not used to building coalitions.
“Paris is a black box, nothing comes out from the current mess. We know very little about what’s going on,” a senior European official said.
Some policies — like supporting Ukraine — are unlikely to dramatically change under a future government.
