North Dakota OKs permanent daylight saving time, but it's not a done deal | INFORUM - INFORUM

BISMARCK — Lawmakers approved a bill on Tuesday, March 16, that could put North Dakota on permanent daylight saving time if Congress approves the change and neighboring states also get on board.

The movement to establish later sunsets year-round has been a perennial topic of debate in the North Dakota Legislature, and advocates say the change would erase the twice-annual hassle of changing the clocks and alleviate seasonal depression.

"Once again, I'm here to announce that people don't like springing ahead and falling back on a yearly basis," said Sen. Jason Heitkamp, R-Wahpeton, who backed the bill on the Senate floor on Tuesday. "I couldn't make it out of town on Monday morning on the way back to the capital city without three groups of people telling me to get this daylight savings bill done and over with."

Opponents of the time change have often said it could create confusion and logistical challenges by throwing North Dakota out of alignment with other states in the region, particularly for residents of border cities like Fargo and Grand Forks.

But House Bill 1371, which passed the Senate on Tuesday in a 39-8 vote and now heads to the governor's desk, includes the condition that the change would not go into effect unless the neighboring states of South Dakota, Montana and Minnesota all make the same move (None have done so). Going to permanent daylight saving time will also require an act of Congress to amend federal law.

That could come in the form of the newly introduced Sunshine Protection Act, legislation brought to Congress last week by Sen. Marco Rubio, R-Florida, which would apply the time change to the entire country.

Fifteen other states have already adopted legislation that would install permanent daylight saving time and are awaiting the approval from Congress, according to the National Conference of State Legislators.
