Michigan House supports eliminating twice-a-year time changes pending Congressional action - MLive.com

The Michigan House voted Tuesday to support keeping the state on the same time schedule year-round if it’s allowed by Congress.

Under House Bill 4052, sponsored by Rep. Michele Hoitenga, R-Manton, Michigan would have two options for doing away with the biannual daylight saving time change should Congress take action on the matter.

If federal lawmakers voted to eliminate daylight saving time, Michigan would go to year-round standard time if the bill is signed into law.

The bill also lays out a path forward if Congress opts to allow states to observe daylight saving time all year. Michigan would switch to that system only if nearby states — Illinois, Indiana, Ohio, Pennsylvania, and Wisconsin — also moved to do so.

The idea is to end the process of “springing forward” and “falling back” with a time change twice a year, which occurs every March and November under the current daylight saving time system.

Many lawmakers have tried to change the system over the years, although previous efforts to keep Michigan on the same time schedule all year have never made it all the way through the legislative process.

The House voted 87-22 Tuesday to report Hoitenga’s bill to the Senate. It would need to pass the Senate and be signed by Gov. Gretchen Whitmer to become law.

Sen. Jeff Irwin, D-Ann Arbor, introduced similar legislation in the state Senate last month.

According to the National Conference of State Legislatures, at least 28 states have considered legislation addressing daylight saving time, most of which would establish daylight saving time as the official time year-round.

In 2018, Florida became the first state to enact legislation approving the measure, and 14 other states since have either passed legislation or a resolution in support of year-round daylight saving time, according to the National Conference of State Legislatures.
